Environment Bureau Slacked on Energy-Saving

FoE (HK) Urged the Government to set new Target for the Two Power Companies

 

(29 May, 2013 Press Release) Environment Bureau has won the champion “the Most Ridiculous Energy-saving Incident Election” held by Friends of the Earth (HK) [Foe (HK)] due to its slack policy on energy-saving. Foe (HK) pointed out that the ironic result had exactly reflected the public’s dissatisfaction about Environment Bureau’s inadequate supervision in promoting energy-saving. The public also urged the government to upgrade the objective of saving energy at least 1% in the interim review of the Scheme of Control Agreements, in order to supervise the two power companies to save energy. 

 

As a buzzword in Cantonese, “plastic” means “dumb”, “meaningless” or “useless”. The key terms in Scheme of Control Agreements made in 2008 set target for the two power companies to reduce tariffs and emissions and encouraged them to help customers ease the public’s spending on. However, the policy didn’t lead to a better result but made the situation even more ridiculous in regard of the role of Environment Bureau and the two power companies. Considering such an inappropriate fact, Foe (HK) launched the online election of “the Most Ridiculous Energy-saving Incident Election”, inviting the public to vote for the most absurd department/companies. It also received support from a number of legislators and celebrities, including Leung Kwok-hung, Gary Fan, Ho Sau-lan, Cheung Chiu-hung, Chan Chi-chuen, Chan Ka-lok, Elizabeth Quat, Wu Chi -wai, Charles Mok, Tang Ka-piu, Anthony Wong, Cuson Lo, Pong Yat-ming.

 

The election was held between April and May, receiving more than 700 votes from the public. About 60% of the public gave their vote to Environment Bureau, meanwhile CLP and HK Electric got 30% and 10% respectively. The most ridiculous thing was that the energy-saving target for the two companies set by Environment Bureau was to save 3 million and 12 million kwh of electricity, which only took up 0.03%-0.04% of the annual electricity sales of the two companies. Moreover, the companies would not be punished even though they didn’t achieve the objective.

 

“The result indicated that the public dissatisfied with what the government’s current policy of saving electricity. The policy was considered too week,” said Frances Yeung, Senior Environmental Affairs Officer of FoE (HK). “The government should upgrade the target to at least 1%.” Referred from the analysis conducted by FoE (HK), substantial energy saving would significantly help reduce the cost of fuel for power generation, relive the pressure on tariff increase and benefit for people and the environment.

 

Frances Yeung also said: “Though CLP and HK Electric were not listed, it doesn’t mean the two companies should not take responsibilities. The two companies must cooperate with the government to achieve new agreement on this issue. ”

CLP will be entitled to an award of 170 million annually as an incentive if it helps save 160 million kwh of electricity or above. However, the extra return was accounted in the electricity price. In the other words, CLP didn’t return the reduction cost to the customers.
