Municipal Solid Waste Charging – Zero Waste City
FoE(HK) applauds the Hong Kong government for taking steps to reduce waste by announcing the proposed implementation arrangements for municipal solid waste (MSW) charging on 20 March 2017. We propose the following 4 recommendations for the ‘Zero Waste City’:

1. Develop material recovery facilities in each of the 18 districts to receive and sort out solid waste for recycling and to mange logistics
2. Support the recycling industry through leasing the land with a lower rent and longer duration
3. Subsidize public organizations for green procurement
4. Encourage whistle blowing by offering financial incentive and punish fly tipping by heavy penalty
