February e-Newsletter : Solid Waste Disposal Rate, Tree Planting Challenge 2019, Tree to Wood Experience Workshop

Hello Sir,
Per-Capita Municipal Solid Waste Disposal Rate
In 2013, the government published the "Hong Kong Blueprint for Sustainable Use of Resources 2013-2022", targeting to reduce per-capita municipal solid waste disposal rate from 1.27 kg/day in 2011 to 0.80 kg/day in 2022. The city's disposal rate has not fallen, but continued to rise over the years. The government must make drastic cuts to waste disposal by implementing the waste charging scheme as soon as possible. In conjunction to the scheme, they should also support the recycling industry's development and expand the coverage of producer responsibility schemes to transition towards a circular economy.

Public Hearing of the Bills Committee on Waste Disposal
Dr. Jeffrey Hung, Senior Programme Manager, represented FoE (HK) at the public hearing of the Bills Committee on Waste Disposal (Charging for Municipal Solid Waste) (Amendment) Bill 2018. He proposed the following four recommendations to support the municipal solid waste charging scheme:

1. Fund the Development of the Recycling Industry
2. Strengthen Publicity and Education
3. Establish a Whistleblower System
4. Promote Producer Responsibility
Response to the Findings of the Task Force on Land Supply
The Task Force on Land Supply published its consultation report, prioritising eight land supply options. FoE (HK) is disappointed to see that the East Lantau Metropolis is listed as one of the long-term options. Marine reclamation would cause irreversible damage to the environment and ecosystems. FoE (HK) urges the Government to stop simply treating symptoms and to get to the root of the problem by developing long-term planning for sustainable development.

Brownfield development is the most suitable option for increasing land supply. The government should also exercise the powers it has under the "Land Resumption Ordinance” to resume brownfields for housing development.

Municipal Solid Waste Audit and Waste Reduction at School
In January, FoE (HK) successfully held school talks and school ambassador training workshops for eight primary schools. We introduced the municipal solid waste charging scheme, clean recycling and proper waste separation knowledge. We also announced the waste audit data of December. The school ambassadors have attained knowledge about their schools’ environmental policies and have provided further suggestions for waste reduction at their schools.
Kwun Tong Green Carnival
"Waste to Resources” is our area of focus and the theme of the green carnival we joined in early January. There were many game stalls and upcycling workshops in the carnival, for example, shredded fabric upcycling workshop for promoting waste reduction. The participants handmade the products which were fun and fascinating. Thank you for the invitation by U Magazine. It enabled us to become a closer "COOL Neighbour” of Kwun Tong.
