Friends of the Earth (HK) comment on The Report on Public Engagement on Control of Single-use Plastics




The Panel on Environmental Affairs today reviewed the "Report on Public Engagement on Control of Single-use Plastics” published by the Council on Sustainable Development (SDC) earlier this month. In it, the SDC put forth 24 recommendations across five areas from implementing new control measures to enhancing education and more.

In particular, Friends of the Earth (HK) welcomes the recommendation to ban the sales of single-use plastic products with readily available alternatives and oxo-degradable plastic products, as well as the suggestions to enhance the Plastic Shopping Bag (PSB) Charging Scheme.

To effectively address the plastic crisis, Friends of the Earth (HK) urges the government to also adopt the following:
  • Set clear targets and a timetable on controlling the targeted single-use plastics.
  • Implement producer responsibility to regulate local and imported retail packaging and reduce waste at source.
  • Implement a review mechanism into the PSB Charging Scheme to adjust the charging level as necessary to meet the reduction target
  • Develop standards and regulate the use for biodegradable, compostable and bio-based plastics and provide more clarity to manufacturers, waste management, and the general public.
